Finally got this working as well. The problem is the security challenge questions aren't handled when using the app. If you login to Monarch from a desktop web browser and sync with MX you will get a prompt to answer the question and then syncing will work. From reddit.com
MERRILL EDGE INVESTMENT ACCOUNT NO LONGER DOWNLOADING
Tried to reset and Merrill Edge no longer appears in the bank list while other Merrill Lynch units do appear. Tried to use Merrill Lynch Investments but it didn't recognize my account. From community.quicken.com

May 14, 2022 I resolved it my going into Merrill lynch benefits account and disabling extra login security, select “None” for Authorization Code. Once this is done add Merrill lynch benefits account to Mint again. From reddit.com
