Once long ago I had this dish in New Mexico. Every morning I rushed to the local restaurant for this heaven on a plate. - 1. turn the oven on 400 and put the peppers directly the rack. Turn them every 5 minutes. Once a charred on all side remove from the oven and let cool.
- 2. In a heavy skillet brown the ground meat. Drain fat if needed.
- 3. Add chili powder,cumin, garlic powder, ancho chili powder, salt, pepper to the browned meat and mix well. Add 2/3 cup water and simmer until water has evaporated.
- 4. Cut open the peppers and remove the seeds and stems. set a side and keep warm.
- 5. In a medium bowl add the beans and mash with a potato masher. Mash smooth or a little lumpy as you please. Add the wine a little at a time until you get a mashed potato like texture. In a sauce pan heat a small amount of oil 1 table spoon give or take. Add you bean mixture and heat until bubbling stirring constantly. This only takes a few minutes. Cover and keep warm.
- 6. Lightly toast the tortillas and break into ruff quarters.
- 7. While the eggs are frying up to a nice over medium start your plates ( I used my oven to keep everything warm as I worked) lay out 1 roasted pepper on each plate, place a flour tortilla quarter on top of the pepper, then the ground meat, the beans come next. Top that off with your favorite Mexican sauce I used my homemade enchilada sauce. 1 or 2 over medium eggs go on top of all of that. Serve with your favorite salsa. I circled the plate with my homemade salsa verde letting the eater chose how much or how little salsa they wanted.

- Heat about 3 inches of peanut oil, in a heavy-bottomed pot to 375 degrees F. Preheat the broiler. Fry the tortillas for 30 to 40 seconds until crisp. Remove with a slotted spoon to paper towels to drain. Dip the tortillas into the Salsa Roja while still hot, using tongs, and then transfer to serving plates. Top each tortilla with a good spoonful of refried beans and then arrange a sunny side up fried egg on top of the beans. Garnish with crumbled queso fresco, Salsa Roja, cilantro, fried chorizo and lime wedges.
- Tear all the chiles into large pieces and toast them in a large dry skillet over medium heat until they change color a bit, about 2 minutes. Add the spices and continue to toast for 2 to 3 minutes until everything is fragrant. Remove from heat and carefully add about 1 cup of hot water to just cover the chiles. Turn the heat to low and simmer for about 15 minutes.
- Preheat the broiler. Put the quartered tomatoes, sliced onion, and whole garlic cloves onto a roasting tray, spreading out evenly. Drizzle with plenty of olive oil and season well with salt and pepper and sprinkle with cilantro sprigs. Broil until everything is nicely charred, about 10 minutes (you want lots of deep rich color so don't be afraid if some of the edges get pretty black).
- Add the chile mixture to a blender and puree. Remove the tomato/onion mixture from the roasting pan and carefully add it to the blender, (it will be hot). Blend until smooth (you may need to work in 2 batches). Once everything is pureed, pour the mixture back into the pot over low heat adding a little water if the salsa is too thick. Stir in the sugar and lime juice and season with salt and pepper, to taste. Set aside until ready to use.
- Finely chop the chorizo into small dice. In a heavy-bottomed pot add olive oil and chorizo. Put the pot over low heat and slowly bring the heat up to medium. Fry the chorizo for a few minutes to infuse the olive oil. Using a slotted spoon remove about 1/4 cup of chorizo, for garnish, and set aside. To the remaining chorizo in the pot add the onion and garlic and fry until both are cooked, about 2 minutes. Add the beans with their liquid and stock and simmer to allow the flavors to come together about 10 minutes. Season with salt and pepper, to taste. Use a potato masher to mash the beans into a coarse puree. Alternatively, you could let the beans cool for about 5 minutes and carefully puree in a food processor until smooth. Set aside until ready to use.

- First, roast the chiles. If you have a gas stove, roast each pepper over an open flame, right on the stove grill until nicely charred on all sides. I use the broiler since my stove is electric. Cover a baking sheet with aluminum foil. Place peppers on baking sheet. Broil peppers about six inches from heat element, turning as needed, until peppers are blackened on all sides. Remove baking sheet from oven and put peppers in a large bowl. Cover with a kitchen towel and let sit for twenty minutes, letting peppers continue to steam. Take 2/3 of the peppers out of the bowl, and carefully remove stem and skin from each pepper. Make a cut about 1/3 of the way down each pepper and remove as many seeds as possible. A spoon or a paper towel is a good tool for this. If a few seeds are left, that's okay. Chop peppers into very small dice and set aside.
- First, poach the eggs: Preheat oven to 300 degrees. Bring a pan of water to a simmer over medium low heat. I find that a pan with shallow sides works best for poached eggs; however make sure that the sides of the pan are deep enough so that the poaching water will completely cover the eggs. When water is gentlu simmering, add vinegar. If water starts to get hotter than a gentle simmer, lower heat, if needed.
