- Turn on your oven's broiler. On a broiler that you've lined with foil, arrange the poblano peppers, and position the oven rack so that the pan will be as close as possible to the broiler, Place the pan under the broiler and let cook until the pepper' skin is blackened, turning the peppers with tongs so that they blacken on all sides, approximately 10 to 15 minutes total. Remove from the broiler, and once cool enough to handle, remove and discard as much fo the blackened skin as possible as well as the peppers' stems and some or all of the seeds (which are the source of the peppers' heat). Coarsely chop the peppers and set aside.
- Repeat this procedure with the hatch chili peppers, if you have been lucky enough to procure fresh ones; the frozen or canned ones have invariably already been roasted, peeled, and seeded, in which case you can just chop them.
- In a large mixing bowl, whisk together the flour and about 1 tablespoon each of the salt and pepper and toss beef in the flour mixture to coat. Heat 2 tablespoons of oil in a Dutch oven until just smoking, then add the beef, working in batches, and let sear until dark brown on all sides. Using tongs, remove the cooked beef to a plate and continue to cook remaining beef.
- Add the onion and garlic to the hot pot and season with salt and freshly ground pepper. Cook over medium-high heat, scraping the bottom of the pot with a wooden spoon to dislodge browned bits and adding another tablespoon of oil if necessary to keep the fond or the onion from scorching. After the onion has begun to soften and brown, about 3 minutes, add the cumin, coriander, and oregano and cook for another 2 minutes, then stir in the tomato paste and beer. Bring to a boil, and cook until the liquid is reduced by two-thirds. Stir in the stock and return the beef to the pot. Add the reserved poblano and hatch chili peppers, bring to a boil, reduce the heat to a simmer, and cook, covered, for about 90 minutes, until the beef is tender.
