- In a large skillet, cook and stir hot dogs in 1 tablespoon butter over medium-high heat until lightly browned; remove and keep warm. , In the same skillet, saute the onions, celery and green pepper in remaining butter until tender. - Preheat oven to 350°. In a small saucepan, melt butter. Stir in the flour, salt and pepper until smooth. Gradually add milk. Bring to a boil; cook and stir until thickened and bubbly, 2 minutes. , In a greased 2-1/2-qt. baking dish, layer with a third of the potatoes, half of the hot dogs and half of the onion. Repeat layers. Top with remaining potatoes. Pour white sauce over all., Bake, covered, for 1 hour. Uncover; sprinkle with cheese. Bake until potatoes are tender, 10-15 minutes longer.

- Cook onions, peppers and garlic in hot oil in large deep skillet or Dutch oven on medium heat 3 min., stirring frequently. Add all remaining ingredients except cilantro and wieners; mix well. Stir in 3 Tbsp. cilantro; bring to boil. Cover; simmer on medium-low heat 20 min., stirring occasionally.
- Meanwhile, cook wieners in skillet sprayed with cooking spray on medium heat 2 min., stirring frequently. Remove from heat; cover to keep warm.
- Top rice mixture with wieners and remaining cilantro; toss lightly.

- Bring a pot of water to a boil; prepare an ice water bath. Blanch the broccoli in the boiling water, then immediately transfer to the ice water to stop the cooking process. Drain and set aside.
- In a large skillet over medium-high heat, add the oil and onions and saute until the onions are translucent and tender, about 5 minutes. Add the ginger and garlic and quickly stir-fry for about 30 seconds. Add the rice, hot dogs and broccoli and stir-fry 2 minutes. Stir in the soy sauce, sesame oil and scallions.
- Serve topped with fried eggs, cilantro and Sriracha.
