Steps:
- Thaw peas. Simmer frozen onions in boiling water for 5 minutes, then drain.
- Melt butter in pan over medium heat. Add onions, sauté 5 minutes.
- Add peas, sauté 1 minute. Season with salt, pepper and sugar.
- Add flour and mix well, cook for one minute until peas and onions are nicely coated.
- Gradually add cream, stirring continuously, and cook till thickened.
- Taste and adjust salt and pepper. Garnish with chives.

Steps:
- Fill a medium saucepan halfway with water. Bring to a boil. Add pearl onions and simmer gently for 5 minutes. Drain.
- Melt butter in a large nonstick skillet over medium-high heat. Add pearl onions and cook 2 minutes.
- Add peas and cook 1 minute.
- Add flour and cook and stir for 1 minute.
- Gradually add chicken broth and heavy cream, mixing it in as you pour.
- Add salt, sugar, and black pepper. Cook for 2 to 3 minutes to thicken.
- Sprinkle with mint.

Add cream to flour mixture; cook and stir until bubbly and thick, about 5 minutes more. Stir onion and parsley into cream sauce until heated through, 2 to 3 minutes.

- Fill a saucepan with water, and bring to a boil. Cook pearl onions in boiling water for 3 minutes, drain, and rinse in cold water. Peel onions, and remove the ends.
- Place onions with peas in the saucepan, and fill with enough water to just cover the vegetables. Simmer until tender, about 10 to 12 minutes. Drain, and place vegetables in a bowl.
- Melt margarine in the saucepan over medium-high heat. Pour in cream, and season with salt, pepper, onion powder, and garlic powder. Bring to a boil; cook until thick, stirring constantly. Stir peas and onions into the sauce to coat. Serve immediately.

- Bring a large pot of salted water to a boil. Toss in the pearl onions and blanch for 3 minutes. Drain them out and then shock them in ice water to stop from over cooking. Drain again. Pinch the pearl onions out of their little skins and set aside.
- In a 3-quart saucepan over medium heat, combine the chicken broth, 2 tablespoons of the butter, and 2 teaspoons of the dill. Once the liquid gets hot, add the pearl onions and peas. Cook and stir for 5 minutes until well coated and thickened slightly. Add the lemon juice, watercress, remaining butter, and dill; season with salt and pepper.
