If you go to City Hall ---> Nraas ---> Overwatch, there should be an option to turn off notifications under 'Settings', if I remember correctly. City Hall > nRaas > Overwatch > settings > Display Nightly Notifications. From modthesims.info

Aug 28, 2018 All package files, including NRaas mods, should go into Packages unless the developer specifically says otherwise. It's pretty rare, though. Overrides loads later, so with a higher priority as said. It is only used when the package file "conflicts" with another mod or package based resource it otherwise depends upon to be there.
