On the "linus" list I see no reason to go above Tier 3 if correctly used. If you overclock and the system isn't stable it is just that - not stable. Can happen with tier 1 PSUs too. Of course you can't overclock and expect the PSU to supply more power than it's rated for. A Tier 4 Be Quiet! or Tier 5 EVGA will also be reliable PSUs.
